Rich Delaney
Rich has been successfully advancing policy initiatives for over 25 years, helping to forge new directions in regional infrastructure, community transformation, public health, tax policy, industry regulation, and economic development. He has worked in multiple roles to shape policy direction: as a senior government executive making policy decisions, as a consultant to companies and advocacy groups trying to influence policy outcomes, and as a university official creating programs to develop current and new policy leaders.
As a result of the wide range of issues he has addressed and the diversity of roles he has played, Rich brings a unique combination of analytic rigor and systems thinking to efforts that spur action on critical public issues.
Analytic Rigor: Rich has overseen the design and implementation of hundreds of quantitative and qualitative analyses, building expertise in techniques such as policy modeling, data mining, geographic information studies, network mapping, and text analysis. He is adept at applying these techniques not only to evaluate policy options but also to identify individuals and groups strategically positioned in policy debates.
Systems Thinking: Rich has a demonstrated capacity for organizing multi-faceted problems into concise integrated frameworks that promote insight and reveal appropriate courses of actions. He is an experienced facilitator, helping group members move beyond narrow interests in order to define broad-based objectives and create successful campaigns to achieve them.
Rich is particularly noted for his ability to capture complex concepts and data in succinct, persuasive materials (infographics, white papers, presentation, and speeches) that resonate with specific audiences. He also is an effective educator, developing and delivering programs that have helped public and private executives in the U.S. and abroad enhance their capacity to lead major policy change.
Rich’s work has been used to pursue diverse policy goals, including: construction of a major airport; development of new planned communities; changes in state and local taxes; improvements to Medicaid services and reimbursement; increased international air service to U.S. markets; tighter oversight of anti-competitive practices in the technology sector; and year-round education for public school students. He has produced successful leadership development programs for: corporate public affairs professionals; county elected officials; senior executives in U.S. and overseas government agencies; hospital administrators; and local tourism and economic development officials.
Rich Delaney is President of Impact Analytics. He has directed policy development and operational planning in three different New York City government agencies. He previously ran the Delaney Policy Group, a public affairs firm based in Washington, DC. In addition, he launched the Partnership for Innovative Practice, which developed executive leadership programs for NYU’s Robert F. Wagner Graduate School of Public Service.
Rich has a Master of Public Policy from Harvard University’s John F. Kennedy School of Government (where he was a Kennedy Fellow), a graduate certificate in Geographic Information Sciences and Technology from the University of Southern California, a certificate in Data Mining from the University of California at San Diego, and a Bachelor of Arts (with honors) from Swarthmore College.
